Comment: To have ownership and involvement of the parents as partners in the education/learning processes, the role of the governance of the schools should be transfered to the community under the guidance of its board of trustees. The board of trustees takes the accountability and ownership of hiring and firning of staff. If the board do not performance, then it need to be replaced. The Ministry of Education should retain the ownership of the quality and funding. Therefore, the board of trustees becomes accountable to the Ministry of Education interms of providing monitoring information on quality, school charter/strategic plan and its implementation, prudent financial management. The school charter should only be implemented after it has community wide consultation and the approval. There must be processes in place to ensure this takes place. Only this process will ensure that tomorrows schools are better equipped to handle the challenges faced by our institutions and learners alike. It has been widely proven that Government (MOE) can not be a role model for the schools and community is better alternative in doing that job.
