PSI seeks qualified candidates for the position of Business Operations Director (BOD) for its growing operation in Papua New Guinea (PSI/PNG). This individual will be responsible for the effective management of all project budgets, including but not limited to, timely and accurate donor and PSI/Washington reporting. He/she will also broaden and strengthen the capacity of the growing finance team at PSI/PNG to provide high quality project budgeting, budget management, financial planning & analysis, and cost control at every level of the organization. This individual will additionally be responsible for the smooth operation of all office administration, human resources, procurement, logistics and IT functions at PSI/PNG. It is hoped that the job functions of the BOD will be transferred to host country national staff over time. This full-time position is based in Port Moresby and will require up to 30% travel to visit program implementation sites in the field. This position is a member of the Senior Management Team at PSI/PNG and reports to the PSI/PNG Country Representative.
RESPONSIBILITIES:
Finance
• Be responsible for and assist in the completion of key financial donor and PSI/Washington reports and deliverables
• Oversee all financial transactions, accounting operations, and bank accounts
• Ensure regular internal and external audits of finances and inventory control systems
• Manage financial and compliance aspects of subawards and subcontracts
• Strengthen the capacity of and transfer skills to finance staff to independently implement, manage, and improve budgeting, financial analysis, and cost control measures
• Advise senior staff on financial issues
• Facilitate training sessions for staff in program and support departments
Procurement and Logistics
• In collaboration with program staff, manage all international related procurement in coordination with PSI’s Procurement Department in Washington, DC
• Oversee all local procurement, logistics, and distribution
Administration and Human Resources
? Lead the recruitment and training of all host country national staff
? Ensure all PSI/PNG and HR policies and procedures are adhered to
? Manage employee benefits, contracts, and all personnel-related matters
? Ensure compliance with local laws and organizational policies
? Manage PSI/PNG warehouses, including stock management and staff compliance to supply chain management procedures
? Manage PSI/PNG assets including the motor pool
IT
• Ensure the maintenance and proper usage of office computers including assuring regular back up of files
QUALIFICATIONS:
• Bachelor’s degree; Master’s degree preferred
• 5+ years of relevant work experience; 2-4 years of management experience preferred
• Knowledge and experience of the Asian Development Bank (ADB) financial reporting requirements preferred
• Proven experience performing in a senior administrative and financial analysis role where analytical thinking was a core requirement
• Strong quantitative and analytical skills
• Demonstrated ability and motivation to build local capacity and/or train others
• Experience working in developing countries and/or situations of cultural or political sensitivity
• Excellent diplomatic, presentation, interpersonal and oral/written communication skills
• Fluency in English
The successful candidate will have strong knowledge of budget management and financial analysis; ability to work effectively with, train, and develop finance staff in a cross-cultural setting; strong quantitative skills; the ability to liaise and work closely with staff across departments; and excellent interpersonal skills. Preference will be given to candidates with developing country experience, preferably in the Asia-Pacific region and knowledge of public health issues and the international donor community.
